Clay County Release Meaning
Clay County released inmates have left one custodian, but that phrase does not always mean they entered the community. The Clay County Jail may release a person on bond, after a court order, when a sentence ends, or into community supervision. It may instead transfer the person to the Texas Department of Criminal Justice, another county, federal custody, treatment, or immigration custody. A transfer ends Clay County custody while custody continues elsewhere. The record should therefore be described with the agency's own words.
The live roster answers a narrow question: who is shown in the jail now? It is not a history of Clay County releases. A name may vanish after release, transfer, a feed delay, an identifier mismatch, or restricted handling. Strong proof comes from a dated jail release entry, a clear jail statement, an agency notification checked against the jail, or a court record paired with operational confirmation. The last custodian determines where the next search belongs.

Clay County Release Types
Clay County does not publish a local list of its database release codes. The descriptions below are request and interpretation categories, not a claim that the jail uses these exact labels. Quote the actual booking or release record when reporting the event. A bond order, for example, permits release under stated terms, while the jail record shows whether staff completed the physical release.

Can one person have several release dates? Yes. A person can leave Clay County custody, later leave state or federal custody, and finish supervision on different dates. Name the agency tied to each event.
Clay County Release Record Fields
A Clay County release record answers when and under what recorded authority the jail relinquished custody. It is distinct from a judgment, which explains what the court decided. It also differs from an IVSS event, which reflects data supplied by a participating agency. Ask for existing records and named fields. The Records Division does not have to research the case, draw a legal conclusion, or create a new report.

These are proper request targets, not confirmed public-feed columns. Clay may not keep every item as a separate record, and protected content may be redacted. When several bookings exist, provide a date range.
Request Clay County Release Records
The Sheriff's Public Information Request page designates the Records Division for jail material. Send the official form by email to ClayCountyORR@co.clay.tx.us, by mail, or in person. Fax is not accepted. Records hours are 8 a.m. to 5 p.m. on weekdays, with a noon to 1 p.m. closure and county-holiday closures.
- Identify the person, known aliases, booking date or a narrow date range, and date placed in jail. Add the report, offense, call-for-service, charge, or case number when known.
- Name the existing records sought: booking sheet, release sheet, custody-movement log, date and time, recorded reason, receiving agency, bond notation, property receipt, or one booking photo.
- Ask for electronic delivery if useful. Request an estimate before charges above a stated limit are incurred.
- Keep the response and scope correspondence. If material is withheld, read the cited exception or Attorney General process before drawing a conclusion.

The page warns of a search fee when the offense number, call-for-service number, or date placed in jail is not supplied. It gives no fixed release-record or photo price. It says to allow up to ten business days for a response, not that every record arrives on day ten. The office may produce records, seek clarification or a deposit, report no responsive record, or seek an Attorney General ruling.

The captured page is a request channel, not a public release list, and submission does not guarantee every requested field will be disclosed.
Note: A broad request can cost more and take longer than one tied to a known Clay County booking event.
Clay County Release Record Law
Texas Government Code Chapter 552 broadly covers information and photographs held in official business and favors access, but does not make all content public. A request reaches existing records. Section 552.221 calls for prompt production, while Section 552.301 governs the Attorney General decision process when withholding is asserted. State cost rules and request facts control charges.
Law-enforcement exceptions, confidential identifiers, juvenile material, medical information, and sealed or expunged records can restrict disclosure. Expunction under Code of Criminal Procedure Chapter 55A depends on the case and can direct qualifying records to be returned or destroyed. Nondisclosure restricts public spread but is not destruction. A missing portal result proves neither. Clay publishes no retention period for a released-inmate web view because no such view was verified; ask Records for the schedule or later custodian.
Three Clay Release Record Custodians
Clay County release evidence is divided by function. The sheriff keeps operational booking and release records. The District Clerk handles felony District Court cases through its office and re:SearchTX. The County Clerk offers a separate portal for county-level criminal matters. Clay's notice says requests should go to the department that holds the record, warns that the wrong department need not forward them, and treats judicial records apart from the executive public-information route.
A court filing and jail exit can occur at different times. A bond order authorizes release but does not prove bond was posted or every hold cleared. A dismissal resolves a charge but may coexist with another case. For felonies, use re:SearchTX. For county criminal cases, use the County Clerk portal. Check both when the charge level is unclear.
The District interface is one part of that split trail. Open the official District Court search to match a name with a case number and docket.
The docket can explain legal authority, but the Clay County Jail record remains the better source for actual exit time.
Clay Release and Justice Court
Clay County's April 17, 2023 Justice Court standing order shows why custody and case disposition must be tracked separately. It generally bars guilty or no-contest pleas at a county jail except for an out-of-county fine-only warrant under Code of Criminal Procedure 15.18. It also says a justice acting only as magistrate cannot accept a plea to a jailable offense.
Someone may leave jail while the case continues in its proper court. A court entry may also precede release processing or reveal another hold. Read the Clay Justice Court standing order, then seek the jail's operational record and the correct clerk's documents.
Find Clay County Released Inmates
Begin with the last likely custodian, not a broad name search. A person booked and released by Clay belongs first with the jail and local court. A state-prison transfer moves the inquiry to TDCJ. A federal sentence belongs with BOP, while immigration custody belongs with ICE. This order prevents an old or unrelated result from being mistaken for the current event.
- Search Texas IVSS-Counties by name or ID for a custody event or alert. Confirm that Clay is live because no conclusive current participant list was found.
- Call Clay County Jail at 940-538-5611. Ask if the person remains in Clay custody and, if not, whether the record says community release or transfer, plus the date, time, and receiving agency if disclosable.
- Request the booking and release record from Sheriff's Records. This is the documentary fallback when the roster or IVSS does not preserve the event.
- Read the proper court docket for bond, dismissal, judgment, sentence, credit, probation, commitment, or transfer. Pair its legal date with the jail's physical release date.
- Follow a named transfer through TDCJ, BOP, or ICE.
The Kologik configuration has history mode off. It shows current custody and may show booking photos, but it has no Clay 24-hour list, 72-hour list, released archive, update schedule, or post-release retention period. The Clay County 24-Hour Release List explains the person-specific substitute.
TDCJ Clay Release Search
The TDCJ offender search covers Texas state custody and parole-review information. It is not an archive of everyone released from a county jail. Someone who bonded out, served a county sentence, or had a Clay charge dismissed may never appear. Compare stable identifiers and open the matching detail rather than relying on a shared name.

If the form fails, TDCJ's email route can return number, location, offense, conviction court and county, incarceration history, current incarceration, and Projected Release Date. Supply full name and TDCJ number, or exact birth date or approximate age plus county of conviction. That free route excludes photos. For historical proof, request incarceration and release history, a release certificate, or the actual date, type, and location through TDCJ public information.

The state screen helps only when TDCJ is or was the custodian; it cannot confirm an ordinary Clay bond release.
Clay County Recent Release Limits
No official Clay County rolling release list was verified as of the research date. The sheriff links to Kologik, but its roster is configured for current custody without history. Do not turn missing names, arrest posts, or unrelated Clay County sites from other states into a local release list. None proves when or why a person left the Texas jail.
For a recent event, save an IVSS alert, call the jail, and request the release entry when a record is needed. A 72-hour check should also inspect recent court entries. These routes verify one person, not a countywide list. Report an offline or blank feed with the date checked instead of reporting release.
Note: Clay's roster has the same current-custody purpose whether a name vanished through release, transfer, lag, or a data issue.
Clay County Release Supervision
Post-release supervision has two paths. TDCJ parole applies after state-prison release and is supervised by the Parole Division. Clay maps to the Wichita Falls District Parole Office in Region V. Probation, called community supervision, comes from a court order and is handled through Clay's local officer and the 97th Community Supervision and Corrections Department.
A favorable parole vote, projected date, or scheduled date does not show physical release. Programs, a residence plan, discipline, a detainer, or certificate processing may remain. Clay County parole and probation records must be checked through their separate state and local channels.
Clay Release Alerts and Transfers
Texas moved participating county notifications from VINE to IVSS-Counties on September 1, 2025. Clay's sheriff still shows legacy SAVNS/VINE details, while the current portal searches by name, DOC ID, SID, Jail ID, or permanent booking number. IVSS warns that people no longer in custody may not appear. It works best when the person is found before release, an alert is saved, and exact details are later confirmed through the jail.
TDCJ runs a separate IVSS service for state-prison and parole events. Neither service is a federal locator. The BOP inmate locator covers releases from 1982 forward and updates daily. A past Release Date with “Released” or no institution marks the end of BOP custody, but state custody, immigration custody, or federal supervised release can follow.
What if every portal is blank? Check identity and spelling, call the last known custodian, and file a focused records request. A blank screen is a lead, not a release certificate.
ICE After a Clay Release
A Clay County release to ICE is a transfer between custodians. It is not community release. The ICE Online Detainee Locator accepts a nine-digit A-Number and country of birth, or an exact name and country of birth with an optional birth date. It does not cover people under 18.
ICE says results can include current detainees and people released from ICE custody within the last 60 days, subject to processing and security limits. The short window makes it poor as a historical archive. Afterward, contact the Detention Reporting and Information Line or the proper Enforcement and Removal Operations office, and request the prior Clay transfer record. A blank result does not undo that transfer or prove community status.

Clay County Release Facility
Only one operating detention facility in Clay County was verified: the Clay County Jail, operated by the Sheriff's Office at 215 W. Gilbert Street in Henrietta. A community release should be checked through the jail, IVSS-Counties if Clay's feed is active, the Sheriff's release record, and the related court case. A record naming TDCJ, another county, ICE, or a federal authority sends the search to that custodian.
No TDCJ prison, BOP prison, dedicated U.S. Marshals facility, or ICE detention center was found in Clay County. Those systems matter after a transfer, but they are not local facilities. Record the matched identity, custodian, exact status wording, and date observed.
Which Clay County Jail?
Clay County has two jail addresses with very different roles. The operating Sheriff's Office, Jail, and Records Division are at 215 W. Gilbert Street. The site at 116 N. Graham Street is the 1890 Jail Museum and Heritage Center, a Recorded Texas Historic Landmark. It is not a detention center and cannot confirm a modern release.
Search results can place the historic site beside current agency listings. Check the address and agency before calling, mailing, or traveling. The City of Henrietta museum page identifies the old jail's heritage role, while the Sheriff's page is the operational source.
